Hey, I'm 36 and I still like to dress up!! lol Halloween is my favorite holiday because just for one day you can be whoever or whatever you want to be and nobody laughs at you!!

people who are so old that they have died should not dress up for halloween... otherwise, it's OK no matter how old you are...

For that matter, you're panhandling no matter what age you trick-or-treat at, but by 13 you're old enough to work for money (mowing lawns, etc.) to buy your own candy instead of begging for strangers to give it to you.
