0.12 and -0.17 I think it's rational, seeing as it's higher than 0, but clarification is appreciated.

Any integer (e.g. -5, 0, 27), any fraction (e.g. ½), any decimal (0.572, -43.7) and any repeating decimal (e.g. 0.4545..., 0.3333...) is *rational*

That's because it can be written as a *ratio* of integers.

In your example:
0.12 = 12/100 = 3/25
-0.17 = -17/100

In my examples:
-5 = -5/1
0 = 0/1
27 = 27/1
½ = 1/2
0.572 = 572/1000 = 143/250
-43.7 = -473/10
0.4545... = 45/99 = 15/33
0.3333... = 1/3

The exception to the decimal rule is if it goes on forever without repeating. For example, the decimal value of π starts 3.141592653... but it never repeats. Similarly √2 = 1.41421356... never repeats. Numbers like π, e, √2, √5, log 7, etc. are irrational.

But your examples are both *rational*.

I don't see how you can think that -0.17 is "higher" than 0.

Just because a number is larger or smaller than 0, has nothing to do with if it is rational or not. A rational number is any number that you can write down with a finite number of digits, or as the ratio of two numbers.

If it takes an infinite number of digits, and you can't write it as a fraction or ratio of two numbers, then it's not rational.

whenever you can express a number in terms of a fraction it is rational,
0.12 = 12/100
-0.17 = -17/100
both are rational numbers

Both of these numbers are rational. A rational number is a number that never ends or repeat.

Ex: pi (π) is an irrational number

If you can rewrite the number as a fraction, it is rational
0.12 = 12/100
-.17 = -17/100

both are rational
