I would get the brown lunch bags and cut them down a bit and put Halloween stickers on them. In lieu of sweet treats, I would put pretzels and those little fish crackers in them. The fish crackers come in a bag of assorted colors that would appeal to the 4 yr old set. Have fun, my purse friend!

Let them decorate their own! They can do this as part of the halloween party fun in the very beginning. Just remember to show them that the opening is the top of the bag so their pictures don't end up upside down!
If you have to make them yourself, you can just write Happy Halloween in black and orange. For treats, pretzels, goldfish crackers, small candy bars are good. NO PEANUTS! Too many kids have allergies to them. The dollar store has packages of stickers, pencils , plastic rings in spooky shapes that are cost effective and fun! Balloons are a choking hazard so avoid them, as are any round shaped candies.
Have fun!
