Let's say if the President wanted to combine the DEA with the U.S. Coast Guard could he do that?

Or would he have to ask permission from Congress to do it?

He could make such a recommendation. In my lifetime I've seen the Coast Guard move from the Treasury Department to the Department of Transportation to the Department of Homeland Security. During the Second World War they were assigned to the Navy Department. But, it would mean the assent of the Congress, just as creation of the Department of Homeland Security was made from portions of several agencies in different Federal departments.
I don't see him doing that. The total number of officers and enlisted in the Coast Guard is smaller than the number of uniformed police on the streets of New York City. And the Coast Guard has their hands full with drug interdiction and port security missions on their plate. Adding a bunch of "narcs" wouldn't help in those missions.

Yes, he could but Congress would never funded such a merger.
Congresses power is in funding special interests --- which will keep them in power. The president must make the mess designed and funded by Congress work for the national interests.

The USCG was once under the Dept of Treasury (Customs, Smuggling). DEA was under the DeptofJustice (AWOSOMSFTC).

Both are executive branch functions.

The President nor the Congress could combined the Army and the Navy --- The Constitution Requires a Navy --- a standing Army has to justified by Congress -- But the President is only the Commander in Chief of all armed forces -- Congress must create one and can create the other.

Sure.

We have already seen the Coast Guard move from the Department of Defense to the Department of Homeland Security to work with other agencies.

I doubt that will happen, however, as both the USCG and the DEA have completely different missions and mandates, but both work together anyway.

The President could make such a recommendation. However Congress would have to approve such a change, along with the funding that goes with it.

two different branches of government entirely. that said, they already work together constantly.
