By definition, you are correct. It shouldn't be called a bye week. A bye is defined as "the position of one who draws no opponent for a round in a tournament, and so advances to the next round" (American Heritage College Dictionary). NFL teams don't get a week off because there is no one to play. They get a week off because the NFL wanted an extra week of games to televise and get revenue for each season.
Of course, there were a few years where there was an odd number of teams in the NFL. This then necessitated a bye week for each of the teams in the league.
I've heard some sportscasters and sports talk radio people call it the off week. But, the bye week is what the NFL calls it. So, that's what everyone else calls it.

It's called a 'bye week' because there is no GAME for that team that week ... an 'off week' means a game was played that you lost, and an 'on week' means a game was played that you won. There are also 'tie games' ... but a 'bye week' means that NO GAME IS PLAYED BY THAT TEAM. The word 'bye' used in this context means 'rest' ... as the term 'goodbye' means 'good rest.'

No becasue they still practice and carry on like any other week in the season.
They just dont have a game that week, a bye essentially. An "off week" would be if they didnt have to practice
