Bret Hart--hands down. Hogan was a showman, but not a wrestler. Hart had it all--the greatest gift for in-ring storytelling ever, athleticism, training, and arguably the greatest technical skill in the history of the squared circle. Add to this the fact that Hart never once injured an opponent in all his years of work and that he was a very successful amateur wrestler before making it big in the pros and you have your question solved.
As a sidenote, the only reason these two never had a legit showdown is that Hart would have beat Hogan and Hogan, as we all know, is not one for laying down. Every time the two were going to come to a head Hogan bowed out somehow (i.e. after the finish at Wrestlemania IX where Hogan beat Yokozuna after Yoko cheated to beat Hart and then, boom, Hogan was gone in a couple months before facing off with Hart. Also, did you notice that Hart, as he did in WWF, made it to the top in WCW once Hogan was out of the politics?
