New to watching Formula racing......I noticed a square plate with upcurving straps on the ground in the pit box of some cars. Seems to be about midway under the car when the car is stopped. Does anyone know what it is or it is used for? I thought maybe to discharge static electricity or something. Just curious.

you are right, those are to discharge static electricity, from the speed these cars travel a lot of static electricity is built up on the body work from air friction, these metal strips are there to discharge it. this is used for safety because if not it would or could get discharged when the fuel hose in attached which could be nasty indeed,

the bigger and more powerful helicopters have something similar attached to the landing gears, the air friction from the rotors in enough to knock a guy out if he doesn't wait till the chopper has discharged, as a few coast guard swimmers have found out the hard way
