There are some things that would appeal to kids in her age bracket. The Fantasy Faire Midway at Excalibur. M&M World next door to MGM Grand. The Lion Habitat at MGM Grand. The carnival midway at Circus Circus. Perhaps Shark Reef at Mandalay Bay. The dolphin habitat and secret garden at Mirage.
That said, you also have to be aware that the noise and lights and commotion might freak her out. Someone I worked with relocated to Vegas (her husband is stationed at Nellis) and because the noises inside overwhelmed her three year old and made him a cranky mess, they spent a LOT of time just walking up and down the Strip. (Not so fun at six months pregnant in 110 degree weather.) The other thing you have to realize is - Vegas is an adult playground. You're going to come across many things that are inappropriate for young children - meaning secondhand smoke, many intoxicated people, those guys on the street handing out "escort service" fliers, and other things little kids just don't need to be exposed to.
IMO: Las Vegas is NOT really meant for kids. Especially ones as young as your daughter. I can't tell you how many dirty looks I've gotten from people who ram their strollers into the backs of my ankles in the casino walkways and get all p*ssed off that *I* have the nerve to be in their way.

As the others said Circus, Circus. The amusement park is full of kids. For the price you may as well go to Disney Land. I wouldn't suggest Excalibur because it only has an arcade.
As someone previously said, Las Vegas isn't for children. You cannot take your daughter on the casino floor. She cannot stand next to you while you are gambling, nor can she sit in your lap while you are gambling.

I agree with the other replies here. Circus Circus is the place for children. They have a great Theme Park for kids. Clown shows, and I believe there is a children 'show' in 3-d or something like that, http://www.123world.com/las-vegas check out the White Tigers as well, I think they are over at the MGM Grand, don't quote me on that... but I'm sure if you call your hotel guest host, they will located that information for you. Look into Vegas.com for more fun things to do with your little one.
If the weather is nice and on the warmer side, I think your should spend the day at the MGM Grand pool, there is nothing like it, and the floating river is so much fun!!!! Hands down the best pool in LV. Also, try the Rain Forest Cafe' one night for dinner, your little one will really like that, lots to see in that restaurant!!!

As the other poster stated, Circus Circus and the Excalibur are two places that lots go on for kids. Just be aware that she will NOT be allowed in the casino except to pass through on "green" areas. Circus Circus will have circus acts and they are free. I'm not sure if their amusement park has anything for a young child but don't be afraid to ask.

Madame Tussaud's wax muesum.
The fountains at the Bellagio
Fremont street's light show. ETC....
Most of the larger hotel has an attraction or two that is family freindly. The taxi's are highly overprice. There is a trolley that travels up and down the main strip to experience these attraction.

10+ years ago LV came up with this lame idea to promote LV as a great family vacation spot...... They recently realized their mistake.
I'm sure you've seen the LV tourism commercials the last few years "What happens in LV stays in LV". That speaks of LV as an adult vacation destination.
I have had Taxi, Shuttle and Limo drivers tell me many times about parents that have brought children with them to LV stating they(the parents) will NOT do it again. The parents state they will plan a seperate vacation planned for the "family". Neither the parents or the children truely enjoy themselves. LV is not Disney.
Leave your 4 year old at home.

Circus Circus is a fun place for kids, with ot of carnival games and the Adeventure Dome with games and rides. Excalibur is also a fun place for kids.

Take them her on the monorail and the deuce (two story bus). I'm not sure if she'd appreciate the view from the Stratosphere or not. If you take her to a magic show, either see Mac King or Dirk Arthur.

There is alot of kid-friendly hotels and places.
the first is circus-circus! I love that place.
the second is M&M world. Kids and Adults love
that place! next to that is coke-a-cola world.
There is Excalibur in there is dragons and knights.
MGM has lions you can see!!
there is also rainforest cafe to eat.
