Still on my car wash questions, what is a good thing to use to clean tarnished rally wheels?

Are your wheels aluminum or steel? Are they painted or clearcoated? If bare aluminum use a wheel cleaner made for aluminum, rinse well, dry then polish with aluminum polish. Your safest bet is to use car wash soap (safe on all wheels) and a sponge and scrub. Don't use anything too abrasive or acidic as you will scratch or stain them.

I would try a tarnish remover like CLR or Tarnex.
