I currently have Intel(R) Pentium(R) M Processor 1.73 Ghz...is AMD Turion better than this?

In a 32bit environment you would hardly notice any difference in web surfing, downloading and office apps. Turion64 TK-58 would excel when multi-tasking, running multi-threaded apps and doing symmetric multi-processing.
The Turion wins in a 64bit environment since your Pentium M (Dothan) is just a 32bit processor.

The Turion is certainly a newer and better chip performance wise. It is a 64-bit dual core processor, and will overall perform better than the Pentium M.

As for power consumption, it will most likely consume more power and get hotter than the Pentium M, but any difference will be minimal. I have a laptop with a Turion chip, and compared to laptops I've owned in the past, it runs very cool and has great battery life.

It depends.
In terms of pure performance, that particular Turion is better for most applications. However, accounting for Intel generally having a higher power consumption chipset than those accompanying AMD processors, the Pentium probably has an overrall 2-4% advantage in power consumption and correspondingly in heat waste and dissipation.
