Are all bacteria capapble of fermentation?

No...Only bacteria which can live anaerobically can ferment. Strict aerobes will metabolize all carbohydrates to CO2 and H2O. Fermentation only occurs in the absence of oxygen (for facultative anaerobes), or by aerotolerant anaerobes.
