What is the correct way to write dialogue that has a question mark or exclamation? For example: "Wait!", said Jim; or "Does it?", she asked. Do I need the comma?

Both the above are right. Strictly speaking, you should insert the commas but, as the language develops, it has been more and more commonplace (and acceptable) to leave out the commas, as long as the sense of the sentence remains clear.

You don't need the comma on these--only if you'd just be using a period, since these imply something more than just a statement. (and for the above answerer, even if you do need a comma, it goes inside the quotation marks).
