Please be more specific? In what area? Compared to what?

Their engineering, philosophy, military and economics were quite advanced for the day.

They kept & sold slaves, treated women as little more than property, enjoyed bloodsports, and routinely practiced genocide.

Their many achievements showed little improvement over the centuries. The modern idea of "human rights" or "liberty" would have been almost incomprehensible. The top 0.1% of the population owned almost everything in sight worth owning.

If this is for your homework, I am not a quotable source - you will have to do your own research. But it is an interesting question.

The Romans weren't too big on incarceration and rehabilitation, they had the Arena. How many died in these theatres of blood throughout the Roman empire, one can only imagine, but I'm sure it was in the millions. That being said, if we're judging their lack of civilisation on body count then they were complete amateurs compared to today's 'Empires', be they corporate or of the flag waving variety. Staying in the genre of blood and death, let us compare the instruments of destruction used by the Romans and their modern day counterparts. The Romans had the legionary, today we have the infantryman. Both useful tools often used by the civilised policy makers to commit decidedly uncivilised acts. In such a sinister comparison I would have to say that the greater degree of civility lies with the Romans. At least their foot-soldiers were honoured and respected for the deeds, be they heroic or not. A legionary that survived his time in the legions was set for life. Land was granted to him, slaves and more than often a wife if needed. They at least, took care of their veterans. Can we today truly say the same about our men and women in the services? I think our history says otherwise. Look at Vietnam, the Falklands and the current situation in the middle east. Do we truly have the same respect for our soldiers as the Romans had for theirs?

Civilised means order and the Romans certainly had that but they used barbaric methods to maintain there empire , in terms of trade, armies, technology ,medical ,pensions ,womans rights, law,they were streets ahead of any other nation on earth and if another race invented anything they soon made it there's either by force or stealth . So it must be concluded they were the most civilised race on earth in there time period , but the Greeks before them (who they copied in almost everything) were far more enlightened and ahead of there time

The romans were very civilised. They had a strict social code and everyone knew their place in it. They were educated - well the ones with a bit of money were and they enjoyed going to the theatre and the arts generally, sports, going to parties and getting involved in politics. They could also be particularly ruthless but that's another story.

In what way do you mean "civilised" for instance - their habit of killing off people that didn't agree with them was really not terribly civilised - but only to OUR way of thinking now.

Please qualify your question.

Lets see, after the fall of the roman empire, the dark ages happened, so because of that we were set back in technology about 400 years. So pretty civilized.

Well, they had central heating and hot baths, straight roads, great food.
They also had slaves and orgies and many superstitions.
It all depends on what you mean by "civilised".
Things haven't changed much.
Hannibal had the elephants though ... now, that is civilised!
