Can you put some kind of speed limiter on a crotch-rocket style motorcycle?

I don't know why you would want to do it, but if someone had a street bike and wanted to limit the top speed to 80 mph, can that be done? I can understand it on a motorcycle for a little kid, but for a full size motorcycle? Is there any kind of chip that can be installed?
