Yes. Mexico was US ally in WW2 (see first 2 links). Mexican raw materials fueled over 40% of the U.S. war industries and Mexican pilots saw action over the Phillipines against Japan.

Mexico joined the Allies about 6 months after the US. After the Allies had amalgamated into the United Nations, it declared war against the Axis as an organization in 1942 and was joined in short order by a number of minor nations such as most of South America. The alliance formed the foundation of the actual organization that would later be defined with the UN Charter and would later be joined by the former Axis and other nations.

Twenty-five P-47 Fighter aircraft were supplied to Mexico to equip the Mexican Air Forces 201st Fighter Squadron which was to have served with US forces in the south-west Pacific but had not left Mexico when Japan capitulated.

Germany wanted Mexico to join their Axis... an open another front.. that letter was intercepted. So, Germany began topedo'ing Mexican oil tankers... with their wolf-pack/subs that were about everywhere.
"Mexico´s WW2 effort went beyond patrolling its beaches and sniffing out spies; thousands of Mexicans served with US forces during the war, including some 300 who fought as a distinct Mexican unit in the Pacific air war.
It was decided early on that the military arm best equipped to carry the Mexican flag into battle was the Mexican Air Force. An agreement between the US and Mexico allowing for the reciprocal use of airfields and facilities had been in place since April, 1941. But following Mexico´s declaration of war intense air-training programs sponsored by the USAAF came into affect. Some air-crews were trained in Mexico at Guadalajara, while other Mexican Air Force personnel went directly to airbases in Florida, Texas and Idaho.
Of Squadron 201 General Douglas MacArthur said. “I have watched over its combat activities with growing pride and admiration, and for that reason upon leaving (the Phillipines) I have said goodbye to them with sadness and affection.”
It was the first time Mexican forces had ever set foot on foreign soil to wage war, and it hasn´t happened since."
Mexico GREATLY helped the USA by NOT ALLOWING a front to open, close near to us... and to allow a 2nd stage attack for the Germans and Japanese (and to demoralize the USA) in our hemisphere.
Friendly borders come in very handy, during wartime.

It is up for debate as to wether it was a conspiracy or not BUT inteligence officials used telegraph messages from Berlin to Mexico city as a reason to declare war on Germany. The messages in question were planning a unilatateral alliance between Mexico and Germany. After the US declared war with Germany, Mexico crawled back under the fridge for the rest of the war.

Yes, I believe mexico was considered a potential ally for the Axis in the event the Americans entered the war on the side of either the Allies or (very unlikely) the Soviet union. But did they actually paqrticipate in the war? No. They stayed neutral, and actually took in fugitives from the Soviet union and from Germany.

I'm assuming you mean help?, and I'm assuming you mean US?
no, there was an incident called the zimmerman note, which was written by the nazis to mexico (and japan if I can remember correctly) and intercepted by british spies in 1940 I beleive, which asked japan and mexico to attack the U.S. Mexico obviously didn't comply. As far as a role in arms production or aide or anything like that I'm almost sure Mexico practiced Neutrality at that time, but I can't be 100% sure
