Most organizations do. Ever hear of advertisements? Those are a form of propaganda. Political organizations are constantly bombarding us with propaganda. The GOP has theirs the Democratic party has theirs. Special interst groups are using it all the time.

I would say ALL governmental organizations and about as many private organizations use propaganda...Its just a question of the extent. All marketing and advertising is is a way to understand what the people are looking and listening for and figuring out a way to get inside. All marketing and advertising is propaganda in its own right. Be it the "Army of One" or some slogan having to do with the toilet paper we use, all products that are marketed are propagandized. Its just the nature of the beast.

"Donthateme..." put it right. "Propaganda" is a very wide and generic term. Virtually all modern advertising is a form of propaganda, which includes car makers, toilet paper manufacturers and political parties.
The major distinction between simply conveying a message and propaganda is that it usually involves attaching some kind of emotional response (whether logical or illogical)... for example, a cell phone manufacturer might advertise its new product, explaining all its nifty features, while showing a bunch of sexy models having a great time at a party... the manufacturer is attaching its product to an emotional (in this case illogical), sexual response.
