this is a project about making a hot air balloon but i need to answer these questions before i can start.

The air inside is heating up.
The balloons rises because of pressure.
It is compared to the temperature.
The weather changes when it is cold or hot.

When you heat air it becomes less dense. The balloon rises because the air inside it is "lighter" as it is less dense. (I am sure you have heard 'hot air rises', it is because of the effect it has on density!)
As for it relating to atmosphere and weather... you should really do your own homework. There are different strata in the atmosphere that are due to temperature and pressure differences, and some weather is due to the meeting of cold and warm (denser and less dense) air, etc. Look back in your notes/textbook to find out what the teacher wants you to answer about these things.

Before anyone can answer this properly, we need to know what the experiment is all about. It sounds as if you are heating air in a balloon, but that is purely guesswork on my part. Please ask your question again, stating what you are trying to achieve.
