I believe you are talking about Rock Lee
(aka: the handsome devil of the hidden leaf village, bushy brows, fuzzy brows, etc.) His teamates are Neji and Tenten, his mentor is Mite Gai (Or Maito Gai). Naruto is the one who calls him bushy brows or fuzzy brows. He gets seriously injured during the chuunin exams. He eventually heals, with the help of the 5th hokage Tsunade, and then fights kimimaru, accidentally grabbing Sake (japanese rice wine) and he becomes drunk. He eventually becomes a Chuunin in Shippuden, leaving naruto the only ninja in his age group that is a gennin. He has a bowl-cut hair style. He has no ninjutsu or genjutsu abilities. Some of his attacks are:
Leaf whirlwind
primary Lotus(Forward Lotus in the English manga)
Hidden Lotus(reverse lotus in the English manga)
Various other taijutsu
He wears a green jumpsuit, and has tape over both of his arms, used for the Primary and Hidden Lotus. He has a red Konoha headband worn around his waist, circle eyes, and he wears EXTREMELY heave weights on his legs, covered by some sort of pad. He appears to be right handed seeing that his kunai holster is on the right thigh. Like most (if not all) Konoha ninja, he wears blue sandals. He seems to have the ability to move at extremely high speeds, and even higher speeds when he takes off his weights.

yeah ur peobably talkin about Rock Lee. although Naruto calls him bushy brows, for his rather creepy looking huge eyebrows.
the other character that wheres a very similar green jumpsuit is Gai sensei. He's the teacher of Lee. Gai's last name is unknown.

If you mean a younger ninja, you are probably referring to Rock Lee. One of the two people involved in the series best fights.
If you are referring to an older one, you mean his trainer, Gai of the no last name.
