"FOAMIES!" If you haven't heard of them, you've probably seen them here and there. They're brightly-colored, flat sheets of "foam" pre-cut into shapes and there are lot's of small kits already made up into all sorts of items kids love. They also have "age appropriate" kits... (some are more suitable for the very young children) They have a number of "Halloween" theme projects in the Foamie line.
Best of all? Super cheap. And the little pre-made kits don't require any cutting or messy extras. Everything needed is already in the little bag.
"Michael's" craft stores carry a huge array of Foamies. They also have large "tubs" of Foamie craft kits that are specifically designed for "party crafting". With these, you could easily put something together for 50 kids.
Check out the link I've provided below. (the foamies shown are the larger kits, but don't worry--- they have tons of much smaller and easy to assemble foamies!)
If you don't have a "Michael's" nearby, just about *any* major craft outlet carry these... :-) Good Luck!

"nancy drew's" answer and link are really good! you can also have white tissue paper and black or white ribbon (pre-cut) and make little ghosts with the lollipops (I'm not sure, but i think 6" squares of tissue paper, and maybe 6" strips of thin ribbon? try it out first then cut all the supplies) -- you just center the tissue paper square over the lolli, and tie a ribbon just below the lolli to create the ghost 'head', then either glue on or draw on eyes!
another thing the kiddos could do is to decorate paper lunch sacks for halloween as trick or treat bags -- this could be done with stickers, foam stickers, markers, crayons...pretty much whatever you have around...kids are pretty creative an don't need a whole lot of direction to have fun making art!
the final suggestion i have is to make masks. you get paper plates -- the very cheapest thinnest white ones. the prep you have to do is to cut out eyes and a little mouth hole, as well as punch holes in the sides for a ribbon to tie the mask on. then just lay out supplies -- markers, crayons, ribbon or yarn (precut), construction paper (pre cut strips of paper and various fun shapes, the kid's will do the rest).
have fun. just keep the materials simple and organized and let the kids create and then clean up with you.

Sorry, but you didn't plan it soon enough. You need more than a day to plan a craft project for 50 kids.
Are you sure your church will allow them to celebrate Halloween? Maybe it should be an autumn theme instead. Maybe you could just have them act out falling leaves or something that doesn't require supplies, because I don't know how you would gather supplies for 50 kids in one afternoon.

you could have them decorate a brown bag for them to use for trick or treating. You can buy them at craft store. Simple brown bag with handle. THey can color Halloween scenes on them.

The website explains it much better than I could. You could have some suckers already wrapped with the pipecleaners for the real young kids to decorate and everyone else could wrap their own before decorating.
