Because Afghanistan is a peace enforcment mission authorized by the UN Security Council under Chapter Seven of the UN Charter. Chapter Six of the Charter is the part which concerns peace keeping.

The UN is a worthless organization that exists only to line the pocket of it's leaders. The UN is not interested in anything difficult.
