You didn't say whether the TV card works, but I'll assume that it does. Regardless, without seeing the machine in person, it is virtually impossible to diagnose the problem
For all we know, your computer is too old and/or does not meet the TV card's system requirements (refer to the link) and/or you installed it improperly and/or you (or whoever installed it) accidentally damaged the USB ports (it could be just a loose wire) and/or the TV card is defective.
If you are computer savvy, undo everything that you did (i.e., uninstall the TV card's software, if applicable, and remove the card), then, make sure that the USB ports work, then re-install the TV card (again, there's no point in doing this if the TV card is not compatible with your system!).
Keep in mind that it's *possible* that you are not allowed to run the TV card and your normal computer operations, such as printing, at the same time.
If you are not computer savvy, and assuming you haven't somehow wrecked your system, then either call the manufacturer for assistance (I presume the unit is still under warranty) or return the TV card for a refund.
