Is this an opinion question or a question about when the clock change happens?
The clocks change forward or backward at 2am on Sunday morning. In the spring they go forward, in the fall backwards.
From a practical standpoint, I like to at least set my bedside clock and other clocks the night before, just before I go to sleep. That way the alarm will ring at the right time. Inevitably I find certain clocks (microwave, car clock, camera clock, video camera clock, TV clock, etc.) that are off and need to be changed the next morning.

At bedtime, that way I wake up to the correct time, since the actual change occurs in the wee hours of the morning.

Whether you spring ahead or fall back, it's done at 2:00 am.
Personally, I usually change my clocks before I go to bed.
