With the catalytic converter removed it will fail the inspection for 'tampering' before it ever gets to emissions.

Without a catalic converter, I don't think it's possible.
Unless it's a car with OBD, and you put the O2 sensors somewhere outside of the exhuast. Even still, it may not work. Although I believe federal regulations only require one cat that comes off of one of the headers.

sorry you can't, they will stick a mirror underneath vehicle for a visual inspection. kinda hard to fake that
