I'm sorry to ask this, but what OS are you using? XP?

Well you seem to be in a bit of a predicament buddy.
I would recommend your first step to be: to get an XP cd and update the whole system. This won't destroy any of your files but will re-install the windows system folder and hopefully you'll get into your account with no problem.
If you don't have an XP cd then startup the PC and go into safe mode ( Press F8 when system is starting up ), there you'll find an account by the name of administrator. If you didn't put a password for the administrator when you installed the OS, then you should be able to access your PC with no problem.
As to the explorer.exe not starting, just type "explorer.exe" in the run window ( Windows + R ). explorer.exe should start working then.
Or as a last resort, you can use a brute force cracking program to crack into your account. I have pasted the link for getting the program. Just download it from the site and burn it into a CD. You will download it in .ISO format, so in order for you to burn it into a CD you need to have a burning software like Nero, and burn the whole file to disk.
The disk will crack into your account and you'll be able to access your computer if all the above fail.
P.S. Don't forget to scan your computer with the latest version of your anti-virus, if you suspect a virus to be at work.
Hope I helped
Alex

To manualy open explorer.exe hit control + alt + del at the same time and open the task managerclick file at the top left and hit new task. Just type in explorer not explorer.exe if the first 1 doesnt work on ur comp then try it with the .exe at the end cause my comp only needed explorer but ne way type it in and it should start it right up and save we files u want and ur ready to format. Good luck!!!!

If I were you I would format the hard-drive and re-install windows. That will eliminate the virus completely and will give you a clean system install plus allow you to setup new user accounts and this time remember the passwords.
