It's happened and I've asked them what they were for. One time I saw someone SELLING a photo of me at an arts festival. I had never given the guy permission to take my photo and I was pretty angry. He had somehow taken a picture of me in the park when I wasn't looking.

If it's just one incident, I would go ask them why they were doing it....but not before giving them some good shots of me picking my nose! ha-ha!
Seriously though, I guess if it was continuous, making me uncomfortable, as if I were being followed or something of that nature, I would try to get a description of the person, and as much other information about the situation as I could, then report it to the police.

Happened to my dh once he got mad and walked away, but he wanted to go snatch the phone and crush it. I think it is rude to take photos of people like that without their permission.

Most likely, I'd walk away. Go someplace where they're not there. If they follow you, go to the police.
