As the question is stated, false. The President does not need the approval of the House of Representatives to make treaties. The Senate, however must, with a 2/3 majority, concur in order for the treaty to be ratified.

Per Article 2, section 2:

"He [the president] shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur.."

Semi true. The President negotiates treaties with other countries. The treaties then have to be ratified by the congress.
