You can buy a kit at the hardware store or paint store to do the job not expencive

Odd Job has the clue. The "KITS" are inexpensive.

Sold in a two paint/ two stage process the undercoat in whatever color (often Black) merely defines the Crackle. The top coat is designed to split/crack/separate in drying; almost as if you were mixing oil and water.

use white glue, let the glue dry but not completely dryout, paint over the glue with your choice of color. It will show the crackle finish, the thicker glue you put on the bigger cracks you'll get. Try it on a piece of wood first.
