I'm not sure what you mean by "Police Files." Court proceeedings unless juvenile, or ordered sealed by the court, are public record. Therefore are available.

UK no one has the rights to see your police file unless you need criminal records check or disclosure Scotland done for a job then only the personnel officer has a right to see it.

No, police files are closed. You may, however, be able to have a CRB check carried out, if you have reason to do so.
