Will a high frequency device sold to deter rats and mice also work to clear the bats from my attic?

I doubt it. Those things have only a very temporary effect at best for mice and rats. Even though bats do have more sensitive hearing in the ultr- sound range I doubt you are going to bother them that much.

Perhaps but check with the Pest Control Department of your local government.

bats can't see, they rely on hyper frequencies to move around (like a radar)
so most definitely they will be scared to death with your high frequency device.
