The density of clouds higher than 9 is not enough to support your weight, so you'd fall off. That makes cloud 10 and higher very unhappy places to be.

That saying originates from a cloud classification encyclopedia that had the cumulo-nimbus (at it's most developed, with an "anvil" where the water vapours crystalise in the intense cold of the higher altitudes) as cloud no. 9.
Being the tallest cloud type, people made the connection that being on cloud 9, you'd be on the highest cloud.

cloud 10 is closer to earth than cloud 9 and cloud 1 is the highest according to QI so
you would be happier if you fell of because you would not have as far to fall
