Newer franchises, really don't have a fan base that knows the game -- or cares, to the level of older, east coast franchises and fan bases.. who couldn't be bothered with this nonsense, as a distraction FROM the game.
Note: how effective this was for the Rockies.
Usually, fans chant or cheer or ACTUALLY BOO the other team and that's something you just can't do -- with towels.
Fans waves towels, because the team GIVES them the towels (which are usually attached to a sponsor... which is way to get $$$ from a sponsor and give the fans something, which adds some value to their experience). It's done more often in Hockey/NHL.. to keep the fans interested. The Angels had their "thundersticks" in MLB, and their Rally Monkey. This is just a gimmick. It started in the 1970's with the Pittsburgh Steelers... because NFL fans wear GLOVES and make less noise clapping, but for cheering in response to HITs or gains, etc.

I think this whole towel thing started with the Minnesota Twinkies back in 1991 with their Homer Hankies.

It's not a tradition...It's a way for sponsors to slap their logo on a promotional item and hand them out to 45,000 fans. Sponsors do this all the time at sporting events by giving away towels, t-shirts, hats, etc.

Many teams do it in different sports. The thing the pitchers for the Red Sox did in the bullpen was pretty annoying too

I don't know how it began there, but you'll see it at some football games too, the Steelers in Pittsburgh, wave their "terrible towels" .. .which are bright yellow in color.

I noticed that to. Boston was the only park during the post season to not wave towels. We don't need em.
I bet it came in handy for all the Rockies fans to wipe their tears.
