so everyone up there has already answered the question, pretty much. my number one advice to you is just watch it. if you're into detective/thriller genres then you'll love it. i loved death note so much i downloaded the entire manga (i usually just watch anime, never read the manga) and even the soundtrack! don't take your bro's word for it, he seems like the type who enjoys action anime anyway (not that that's bad). DN is more action of the minf, it's pretty cool and exciting. here are a couple of sites which will get you psyched to watch:

Light Yagami is a 17-year old top class student, bored with his every day rustic lifestyle. One day his eyes fall over a notebook laying on the ground outside of his school. Reading the English cover, “Death Note,” and noticing that the writing inside is also in English, Light decides to take it home to read it. Within the next 5 days, Light has killed hundreds of people by just by watching and recording names of criminals from the news. The Death Note enables him to kill anyone whose face and real name is known. To know more about the rules of the notebook read the terms of the Death Note. Picking up the notebook once more, a monstrous creature appears and speaks to Light, introducing himself as a Shinigami (God of Death) named Ryuk. Ryuk tells Light that only the owner of the Death Note can see him and that he, Light, is now the owner of it and may use it as he chooses. If Light does not want to keep the notebook, he may give it to someone else and Ryuk will erase all related memories from his mind. The notebook binds both Light and Ryuk, but any mental pain will be delivered to Light alone. Light decides that no matter what it takes, no matter who gets involved, he will cleanse the world of evil criminals. Although Light is doing a pretty good job gathering up bad guys, he is interrupted by a top detective by the label “L” who swears to bring him to Justice.

Yes. As long as you have the person's face in mind, you may kill them however you like if the Death Note is in your hand.
This anime is not for everyone. It's definitely PG-13 or R for violence and ultimate darkness and tragedy. They deal with death very lightly.
But there's so much more than what the plot has you think. The characters are beautiful, the storyline is suspenseful, and it's artwork is the most gorgeous in the world.
You shouldn't be put off by the description of something, but I will tell you that it's a definite Gothic tale.

it's a good anime. yeah, basically the story is about some guy that found the book of death left by the god of death ryuki. the guy (i think his name is yagami or smthg) try to make the world a better place by killing every criminals with the book. along the way he's suspected by his father, make rival with world class detective L, meeting another book of death owner, another god of death, etc.
quite a good one, i really like the graphic

Death note is an examination of what somebody does with power.
The main character is given the 'power' to kill anyone he wants, and he goes on a bit of a rampage with it, first killing only major criminals, then starts killing for lesser and lesser crimes.
