I Hate to say " Never"........One never knows..........?
But the One State I Did live in at one time and did not like it , was OREGON.
I could not get used to So much Rain Drizzle.....Every day it seemed like, from NOV. TO FEB. Just a Drizzle, with no sunshine at all. Then You Have LOTs Of SNOW in the Hills, All Winter.......Gave me a Bad Case Of Cabin Fever. But I Loved You Oregonians!! (smile)

I don't care what state, I'd just not live anywhere that was more than a 3 hour drive from some sort of body of water, whether it be river shore, lake shore or sea shore. I gotta be near to some sort of body of water.
