I used DermaBlend to cover up mine for my best friends wedding. You can get it at Macys, JcPenneys and any local "beauty" shop.
It comes in a million different shades. You put it on like a regular wet foundation. Then cover it with the recommended finishing powder.
I wore mine for over 24 hours and it never ran or rubbed off. My tattoo covers most of my back and is in full color. When looking at the photos from the wedding, you never saw shadows or images of my tattoo.
The downfall, it was a pain to get off. I had to get help scrubbing it off my back. I would recommend getting the remover, if you are planning on covering it up more then once

There is a special makeup for stage that you can get at ballet/dance supply companies that covers quite a bit including tattoos. I have used Bill Nye makeup and it's awesome!

Not sure but just for public interest, I am having to get a tattoo covered up permanently and its a pain - I didn't realise that you cannot go over colour with colour, only with black!

Depending on the size and color of the tattoo, you may need movie makeup. It is available online. You can cover any tatto. That's how the stars do it. Wish I had the address for you.

Many bridal stores sell cover-up for brides who don't want the tattoo showing. It is expensive from what I hear, but it works REALLY well.

you'll need a water-proof heavy concealer like angelina jolie uses in a lot of her films ...
try a store for stage make-up

If it's small, you could try concealer or touche eclat?
