JML make some sort of sponge thing - you just slightly dampen it and gently rub on scuff. I've used it on UPVC and emulsioned walls and it really works.

The paint is probably scratched and no amount of scrubbing will get it clean. Cover it with something like clingfilm which is easily obtainable and cheap to change/replace when damaged.

I think somebody like JML does a scuff remover, like this big rubber pad thing thats like ... well ... a big rubber!!
