It obviously depends on the style you wish to impart to the image. If you want a hard edged line, you use a hard edged brush. You want a softer line, you select a softer edge. If you want a scratch pencil effect, you use THAT tool.

I have seen plenty of animations where artists have used these tools, and others.

There is no "better." That's why applications such as Photoshop have such a selection. It is for the artist to decide.
