Only if they were a serial killer.
Other than that, I wouldn't turn them in for anything unless it was a horrible act against people.... it would really have to be terrible.
Then again, if they were drinking and driving or strung out and needed to stop before they died, I'd turn them in, in the hope that's they'd get the help that they need before they killed someone or themselves.

Well, if they did a crime, yes, they are punished under the law equally.
