It's part of the trickle down effect. The President has made some really bad decisions and the American people can see that. Our congress was elected to represent the people. They have become nothing but "Yes" men and women to the President. Congress is not listening to the very people that put them into office. You can be angry at the president as much as you like, but you should be angrier at Congress. Why? This government was created with a check and balance system. A three way group to make sure that everything is taken into account during the decision making process. At present the system has been thrown out the window. It's not only Congress that has failed, but all three parts have failed. Congress is not being held responsible for ignoring their constituents' opinions. The President is not being held responsible for stepping over the bounds of his own office by creating a war without a proper declaration. The Supreme Court is not being held responsible for up holding the constitution that our soldiers pledged to fight and die to protect.
With that in mind, it's no suprise to me that the polls for Congress are lower than that of the Present. I bet if you look, you will find that people are none too happy with our current Supreme Court either.

Because the Congress has the authority to create legislation, and they're not doing it. The president cannot do this. He can only sign into law or veto that legislation which Congress gives him.
All Congress wants to do is hold hearings (from which nothing ever comes), and try to make the other side look bad. The polling numbers show that all they are really doing is implicating themselves as self-serving opportunists and ignoring the needs of the country.

Because the American people trust the congress less than the President. Things have always been this way. It's nothing new.

Mainly because of Congress' inaction on many issues.

Still no funding bills for new Fiscal year (Due Oct 1st)

Inaction on illegal immigration

All the Pork they add onto other non-related bills

Constant critism with no original thought on their part.

The Main reason is that congress has done nothing it said it would. Thats the problem. you promise the world then when it comes down to it....nothing is done

People are dissatisfied with the response of Congress to a wayward president. However, I believe Congress is wise in their strategy. They are simply allowing the BUSH administration to bury itself deeper and deeper. In the long term, this strategy will allow the Democrats to sweep into office in 2008.

My guess is that it is because "congress" is an institution while the President is a person. People relate to people not institutions. This is why when people are asked about their congressperson the ratings go way up.

Everyone loves their own Senators or Congressperson - they bring home the bacon. No one likes them all for they perceive inaction. What is ironic is that Congress was setup to be slow, to temper human emotion, and force us to think things through. With hyper-media, this simply instills impatience.

Because like the President they failed to do what they were elected for, and pissed a bunch of people off in the process.

Well, the simple reason is that they have NOT done what they were elected to do (by either party).

AND they HAVE snuck some rather self-serving legislation through.
