does transparency paper use more ink than regular paper, or is it the other way around? I'm using a HP deskjet 9800 printer

I would imagine that with a printer like that you can set it so that it knows what kind of paper is in there. (you can tell it what it is printing on).
Likely it will use more in on regular paper than it will on transparencies because the regular paper will absorb more ink (the reason inkjet paper is different from laser paper).
Make sure that you are using transparencies that are made specifically for inkjet printers or else the ink will just slide right off.

I am not aware of any way the printer can tell what kind of paper you are using. It "squirts" out the same amount of ink regardless of the paper in the printer. So it would use the same for any kind of paper.

print on the dull side. Ink stays on without smearing.
