No. It is not a good example. In order to collect treats, one has to put on a costume and walk around from door to door. Much too much work.

However, if you could arrange for those of us who are rich enough to have candy to give a portion of it to a central government bureaucrat who will keep some and then redistribute the rest to the unfortunate who do not have candy, then you may succeed. Oh and if there is not enough candy to go around, just have the bureaucrat by more on credit and send the rest of us the bill.
