Mostly because he lost. But also, despite his brilliance in some aspects of warfare and politics he was quite clueless in others. He never understood naval warfare, but refused to defer to the judgment of those more qualified. He mistreated his allies to the point where he had none left.

So in the end, who's going to call him "great"?

He wasn't called the Great (except for by his wife, and that was for totally different reasons lol), so the phrase didn't originate anywhere.
