The water on your skin begins to evaporate when you step out of the shower. Evaporation is an endothermic reaction -- the water absorbs energy from its surrounding (including your skin) in order to evaporate. The energy absorbed from your skin makes you feel cooler. This is why the body sweats -- once the sweat is on your skin and can evaporate, it will cool your skin.

Water cools off as a result of evaporation. It takes energy to change from liquid to gas because molecular bonds holding the molecules together at high density must be broken. That energy comes from the water's heat.

Water is a better thermal conductor than air. So, water would draw you energy fast and you would feel cool. And water has a high heat capacity which can draw lots or energy from you without getting higher temperature fast.
