Technically, no.
You can use your rucksack to hold the fodder during the winter instead, and just keep your animals outside during on sunny days on other seasons so they can eat mature grass by themselves.
However, having a silo makes your life a lot easier and saves on your rucksack space. Just make sure you build it in stone, everything below that is a little too fragile to trust.

I have an animal shed and no silo.... i keep the fodder on my land, and in winter, i put as much as i will need in my rucksack.
But it is easier with a silo
