best/worst college in oregon?

Depending on what you are studying, either Reed College or the University of Oregon is probably the best. As for the worst, that would be hard to say, since no one ranks them down that far, and there are dozens of little trade and bible colleges which might not be very good.

Reed is an excellent college located in Portland.
