No not necessarily. You could be seeing mucus in your stool, which also needs to be seen by a doc.

The white skinny bits could be something in your diet that doesn't fully digest.
Could the itchiness be the result of not cleaning yourself properly after going to the toilet? Try washing your anus or using wet wipes, and while you do it relax your anus so that you can clean inside. I know it may seem revolting but it's much more hygenic that way.
If it persists, worms may be a possibility, and If you don't want to see a doctor, a discrete word with a pharmicist may be the answer.

Dear me, more silly people giving silly advice, stick sellotape to your bottom and so on!!! if you have an itchy bottom, assuming you mean around the anal sphincter, and you have noticable white lines in your feaces, i would say its probably 95% possitive you have worms, threadworms to be exact, these are pretty much as common as headlice, and thus, you should not be embarrassed about seeking help, treatment is in the form of a liquid drink and would not normally require your doctor to examine you. I have had the same things when i was a child, this is common in children as the worms eggs are so small they can travel in air, further, children often scratch where they really shouldnt then give each other food etc, hence the high incidence of childhood tummy upsets, some research points to the consumption of pork as a contributing factor, but please, get it treated, they will drive you mad before long, ive given you a link to a picture to see them for yourself, not for the sqeemish...

It's called pin worms and you need to get some pills to kill them. They are not offered over the counter so go to the doctor. They will give you a take home stool sample kit.
