how to stick styrofoam to thermocole?

we need to stick small Styrofoam pieces to a large thermocole sheet for project

As a method/material for filling bean bags and used as a form of insulation; and withut at all knowing your purpose; why not a contractor grade adhesive. A tedious task at least.
