for common ppl kgb hear lot abt kgb doing to russian ppl not much with cia for american ppl heard lot cia doing to other countries so i think kgb bcoz it hurted its own russian ppl.

This is an impossible question to answer without a knowledge of the general culture of both organisations and a complete knowledge of what they get up to.
By the way, the KGB is now the FSB, but pretty much the same thing, if we can rely on the mass media reporting. From what I know about discoveries of double agents and its history, what the KGB used to get up to (who knows if they still do) I would say the KGB was far worse than the CIA.
Couldn't say anything about a comparison between the FSB and CIA today however.
