I have this idea for a software program but don’t know anything about programing. Can I patent my software idea without having to actually create the program? What is the best way to protect my software idea?

You should be able to. Look into copyrights as well, they might apply.

A patent application must explain HOW to make and use the invention and only the INVENTOR can get a patent. If you don't know HOW to make the invention, then you haven't invented anything. At most you have conceived of an invention. It sounds like you need someone else to figure out how to "reduce the invention to practice". If someone else reduces your conceived idea to practice, they are, at a minimum, co-inventors.

I think yes.. but only your theory and it is much better if there's the actual or finish product software.
