First, you have to yourself avoid waste and not be corrupt, and demonstrate this to others, so that you show that you practice what you intend to teach others.
Spread the message of waste and corruption avoidance to all in your family, social circle, friends, colleagues, etc. Amplify your message with appropriate examples in day to day life that others in the community can easily relate. Bring out the evils of waste and corruption clearly.
Study the laws and regulations in force on waste and corruption, both the avoidance part and the punitive part. Look out for infractions and bring these to the notice of people/agencies which have the responsibility to enforce the laws and regulations in these areas.
Write letters to newspapers, articles in magazine, give speeches in local clubs, social organizations, schools, etc. wherever you feel the message needs to be spread.
File public interest legislation where you stronly feel some matters need intervention of the court. Take the assistance of like-minded people in this task.
There are several other things that could be done to educate, propogate and enforce discipline in waste and corruption control. However, the task is going to be very difficult. This also requires quite a lot of effort, time and money.
There are going to be vested interests to see that you fail, and you may need to protect yourself both in terms of physical harm and hounding, threats, etc. by some others. This would be a part of life for people involved in such noble activities. However, even if a few people get convinced by your efforts, the attempt is worth it.

Elect good men like Ron Paul into all government legislative and executive positions, then, they in turn will appoint like-minded men into the judicial branch. We would then have a good government. But, sadly, the American sheep and pigs are too stupid, fat and lazy and ignorant to act in their own best interests.
