I am not sure what kind of laptop you have but i have a Dell Inspiron and there was a battery recall a while back. You should go to http://www.dellbatteryprogram.com/ if you have a Dell Laptop. If you don't have a dell I would suggest you get a new battery or check online under your brand of computer and search for a battery recall. If you don't find anything my answer would be yes and you should get a new battery is you plan on taking it off of the AC power.

first check that the battery is INSERTED properly. If it is and still will not hold a charge, either the battery or the power process that uses the battery is defective. Replace the battery and if that does not work, the circuitry of the computer needs to be fixed. Take it to a professional.

Quite likely, yes - but first remove the battery and check that the contacts are clean and place it back in the laptop - ensuring it's seated correctly. If it still doesn't work - chances are yes, you need a new battery.
